An Indian passport photo needs the face to fill roughly 80–85% of the frame height — chin to crown, about 36–38 mm on the printed 45 mm-tall photo. A normal portrait crop leaves far more space around the head than this, which is why "face too small" is such a common rejection.
Why this trips people up
Most people's instinct for a "good" headshot leaves comfortable space above the head and around the shoulders — the kind of framing a portrait photographer would use. Indian passport photos ask for the opposite: a tight crop where the face dominates almost the entire frame. A photo that looks perfectly normal, even flattering, by ordinary photography standards is very often rejected here purely for being framed too loosely.

How to get the crop right when taking the photo
Stand closer to the camera than feels natural, or have the photographer zoom in more than usual, so your face and the top of your head fill most of the frame with only a small margin above. It's easier to crop a slightly-too-loose photo tighter afterward than to crop a too-tight one looser — when in doubt, frame a bit wider than you think you need and crop down.
