8 free photo resizing tools compared (honestly)

Best free photo resizer for exam forms — the honest tradeoffs of each type of free tool, compared by category rather than brand claims we can't verify for you.

1. The government portal's own upload/preview tool

Some portals show a crop preview or basic size check on upload. It's convenient because there's nothing extra to install, but it usually only validates dimensions and KB — it won't fix a non-white background, a shadow, or a wrong face size for you.

2. Generic universal image resizers

Plenty of free sites resize any image to a width and height you type in. They're fast for basic resizing, but they have no concept of passport or exam specs — you have to already know the exact pixel size and KB target yourself, ideally from Indian passport photo size — 35×45 mm (2026 rules), and they won't check face position or background compliance at all.

3. AI background-removal apps

These are good at cleanly removing a background, but most are built for e-commerce product photos or social media, not document photo compliance. You often still need a separate step to resize to the right dimensions and KB, and cheap background removal can leave a faint grey halo around hair — see Background not white — rejected.

4. Passport-photo-specific tools (including PhotoFix)

Tools built specifically for document and exam photos — like PhotoFix — bundle background removal, exact preset dimensions, and KB compression into one step, so you don't have to know the spec yourself. The tradeoff with any tool in this category, including ours, is that presets need to stay current as notifications change, so always confirm against the official source before submitting.

5. Desktop editors (Photoshop, GIMP)

Full manual control — you can fix anything, including subtle issues an automated tool might miss. The cost is time and skill: getting the crop, background, and compression exactly right by hand takes practice, and most candidates don't need this level of control for a standard exam photo.

6. Mobile gallery and photo editor apps

Built-in crop and adjustment tools on your phone are fine for a rough crop, but very few offer an exact-pixel-and-KB export, which is what most portals actually check. You'll usually still need a second tool to hit the precise file size.

7. Studio or shop digital scanning services

A local photo shop can produce a compliant printed and digital photo, at the cost of a visit and a fee. Useful if you also need physical prints (see How to print passport photos correctly), but slower than doing it yourself for a same-day online upload.

8. Browser extensions for quick resize

Lightweight and convenient for a one-off resize without leaving your browser tab. Like generic resizers, they don't know exam-specific specs, so you're responsible for getting the pixel size and KB target right yourself.
